Sherry Merkur

Sherry Merkur is a Research Fellow and Health Policy Analyst at the European Observatory on Health Systems and Policies, based at the London School of Economics and Political Science (LSE). She serves as Editor-in-Chief of Eurohealth, the quarterly journal for health policy debate in Europe, and specializes in comparative health systems analysis across multiple jurisdictions.

Her educational background includes:

• MSc (with Distinction) in Health, Population and Society from the London School of Economics and Political Science, with a dissertation on the European Over-the-counter pharmaceutical market
• BSc in Physiology and Management from McGill University (Canada)

Merkur's research centers on health system reform with documented expertise in Austria, Belgium, Canada, Cyprus, Denmark, Israel, Malta, Sweden, and the UK. Her work critically examines hospital futures, person-centered care models, quality assurance mechanisms, pharmaceutical policy frameworks, and EU regulatory impacts, while advancing economic arguments for preventive health interventions.

She has led major projects for the European Commission, Bill & Melinda Gates Foundation, and national ministries of health. From 2000-2022, she directed analytical work for the WHO/European Commission COVID-19 Health System Reform Monitor and currently maintains the Health Systems and Policy Monitor database while authoring country-specific health system profiles.
