Dr. Sebastian Hapka is a Researcher at the Research Centre for European Environmental Law within the Faculty of Law at the University of Bremen. Since April 2020, he has worked under Prof. Dr. Claudio Franzius, contributing to legal research and publications. He began his Referendariat (legal clerkship) at the Higher Regional Court Celle in 2024.

Dr. Hapka’s research spans European constitutional law, environmental law, data protection, and judicial systems. His work includes analyses of preliminary ruling procedures, constitutional oversight, and critiques of legal frameworks like the Lex Tusk. He engages with interdisciplinary topics such as media oversight of constitutional institutions and the role of legal commentary.
His publications reflect expertise in European and regional legal systems. Recent articles examine procedural law, constitutional rights, and environmental infrastructure regulation. He co-authored contributions to commentaries on the Bremen Constitution and Freedom of Information Act.
Dr. Hapka is actively involved in academic communities, including membership in the Referendariatskommission of the German Association of Law Student Unions (since June 2025). His teaching includes advanced seminars on European law and public law exams.
