Sarah Norris

Sarah Norris is Associate Professor of Practice in Health Technology Assessment at the University of Sydney's School of Public Health, where she co-leads the Health Technology and Services Research theme at the Leeder Centre for Health Policy, Economics and Data. She has extensive experience in teaching health technology assessment courses and contributing to health policy development in Australia.

Dr. Norris's research focuses on methods for determining value and achieving sustainable funding for emerging health technologies, with particular emphasis on genomics and digital health applications. Her work examines systems-level approaches to translating evidence into practice and policy, addressing critical questions about how new technologies can be effectively integrated into healthcare systems while considering economic, ethical, and equity dimensions.

Her publication record demonstrates strong trends in health technology assessment methodologies, genomic medicine applications, and digital health evaluation. Recent work shows increasing focus on newborn genomic screening, prenatal testing economics, and the implementation challenges of emerging technologies in diverse healthcare settings, particularly examining rural-urban disparities and ethical considerations.

Dr. Norris actively supervises research students, including Siyu WANG working on equity considerations in telehealth service access. She has secured significant grant funding from the Department of Health and Aged Care, including the Medical Research Future Fund for genomic newborn screening research and multi-cancer early detection approaches. Her teaching includes coordinating the Foundations of Health Technology Assessment course and providing specialized training for the Commonwealth Department of Health.

She leads the GenE4newborns research project examining the ethics, equity, efficiency and economics of genomic newborn screening and is involved in significant collaborative efforts including the Genomic Screening Consortium for Australian Newborns (GenSCAN).
