Sara Gilmer

Sara Gilmer is a part-time Lecturer at George Washington University, specializing in Human Trafficking, Public Policy, and International Relations. She is affiliated with the Department of Justice’s Office for Victims of Crime, where she leads anti-trafficking policy, grant programs, and survivor care initiatives. Previously, she worked at the Department of State’s Office to Monitor and Combat Trafficking in Persons and conducted fieldwork in Brazil via a Boren Fellowship.

Her research includes a Fulbright-funded analysis of standards of care for trafficking survivors in the UK, Canada, and the US. Educated at The College of William & Mary (BA) and American University (MA), her expertise spans policy design, program evaluation, and global anti-trafficking strategies.
