Ruth Puttick

Ruth Puttick is a Senior Research Fellow at the UCL Institute for Innovation and Public Purpose (IIPP), affiliated with The Bartlett Faculty of the Built Environment. She collaborates with Mariana Mazzucato and Rainer Kattel on the Public Sector Capabilities Index, and works with organizations including Bloomberg Philanthropies, Nesta, and the Alliance for Useful Evidence.

• PhD in political science and urban studies (2023) focusing on philanthropy's influence on city governance
• 15+ years of experience in public/private sector research, including roles at HMG Open Innovation Team and Tony Blair Associates
• Pioneered the "NICE for social policy" framework, leading to the £200B What Works Network

Her research explores innovation labs, policy reform, and evidence-based governance across global contexts. She has advised governments on delivery units, school inspectorates, and blockchain policy, with work cited in major media outlets and academic literature. Ruth also serves as a school governor and holds a Geography degree from the University of Sheffield, a Master's in Research Methods, and a PhD from UCL.
