Russ Molloy

Russ Molloy, J.D. is a Senior Health Administration Fellow at Rutgers University with over four decades of experience in public policy and government relations, specializing in health care issues for more than 25 years. He currently serves as chair of the Integrated Health Care Coalition (comprising 40+ national healthcare systems) and heads a public policy consulting firm. Previously, he was Senior Vice President of Government Relations at Hackensack Meridian Health, led government affairs for the University of Pennsylvania Health System, and directed legislative strategy for UMDNJ prior to its Rutgers merger.

His educational background includes:

• B.A. in History from Rutgers-New Brunswick
• J.D. from Seton Hall University School of Law

Molloy's research spans health policy, health economics, and public health, with deep expertise in government relations, regulatory affairs, and political institutions. He examines intersections of public opinion, elections, and independent authorities within U.S. health care systems, emphasizing advocacy and management frameworks.
