Roy Balleste

Roy Balleste is a tenured Professor of Law and Director of the Dolly & Homer Hand Law Library at Stetson University’s College of Law. He also serves as Director of International Initiatives in the Office of International and Graduate Programs. His expertise spans cyberlaw, space law, and cybersecurity policy, with a focus on astronautical ethics, internet governance, and space cybersecurity.

• Education: PhD in Space Cybersecurity (Capitol Technology University), J.S.D. in Intercultural Human Rights (St. Thomas University), M.S. in Cybersecurity (Norwich University), and multiple LLM degrees including Air & Space Law (McGill University).
• Certifications: Cybersecurity policy/tech from Harvard Kennedy School and participation in National Defense University’s CISO Program.

Research focuses on legal frameworks for outer space activities, cyber threats in aerospace systems, and global internet governance. He actively contributes to international bodies like the United Nations (UN IGF, Space Forum) and the MILAMOS Project.

• Awards: 2017 Space Law Prize (McGill), 2016 Distinguished Alumni Award (USF).

Leadership roles include NCUC Executive Committee (ICANN), Royal Aeronautical Society, and Upsilon Pi Epsilon. Oversees international initiatives promoting global collaboration through academic programs and partnerships.
