Rosa Bay is a Lecturer at UC Berkeley School of Law and Co-Deputy Director of the East Bay Community Law Center (EBCLC). She has dedicated her career to supporting marginalized communities, particularly undocumented immigrants and system-impacted youth, through legal advocacy and education. Her roles include founding EBCLC’s Education Advocacy Clinic and co-founding the Education Defense and Justice for Youth (EDJY) Program.
- Education: J.D. from Boston College Law School (2008); B.A. in Sociology from UC Berkeley (2001).
Her research and practice focus on immigration law, juvenile justice, and education advocacy, with an emphasis on holistic legal and social work support for marginalized youth in special education, expulsion, and juvenile court proceedings. She has extensive experience in clinical legal education and mentoring law students.
Rosa has presented at national conferences, including the Pacific Juvenile Defender Roundtable and the Association of American Law Schools’ Conference on Clinical Legal Education. Her work centers on program design, resource mobilization, and interdisciplinary collaboration with community partners.
