Rory Shand

Dr Rory Shand is a Reader in Public Policy & Strategy at the Business School of Manchester Metropolitan University (MMU). He specializes in comparative and collaborative public management, with research publications in journals such as Public Management Review and Policy Studies, and has authored four monographs with Routledge. His work focuses on governance frameworks, sustainability, and regeneration, supported by grants from UKRI, Horizon Europe, and the ESRC. He leads the Strategic Enterprise Dynamics Lab (SEDL) and teaches strategy and sustainability across undergraduate and postgraduate programs. Previously, he held roles including Senior Lecturer in Public Services at MMU and Lecturer at the University of Plymouth. He has led research projects such as the £3.7m STRATEGIES initiative, aiming to advance sustainable innovation in Europe’s game industries. His academic leadership includes roles as Research Centre Director and Acting Faculty Head of Postgraduate Research Degrees. He is also a member of the editorial board of Teaching Public Administration.
