Ronald W. Schack

Ronald W. Schack is an Adjunct Professor at the University of Connecticut and Managing Director of Charter Oak Group, LLC, a decision support firm focusing on public policy and service delivery. He holds a Ph.D. in Political Science from UConn and specializes in public budgeting, performance measurement, and program evaluation. His work spans federal, state, and local agencies, with expertise in structural equation modeling, activity-based costing, and multi-mode evaluation.

Dr. Schack has extensive experience in public sector analysis, including roles at the Connecticut Department of Labor and Trinity College. Recent projects include evaluations of U.S. DOJ initiatives, Hartford’s Summer Youth Employment Program, and Connecticut’s Juvenile Justice System metrics. He has advised the CT General Assembly on Results-Based Accountability (RBA) for state budgeting and supports the USDOL Older Worker Program’s performance frameworks.
