Prof. Dr. iur. Roland Norer is a Full Professor of Public Law and Rural Law at the University of Lucerne since 2015 and Managing Director of the Centre for Legal Studies (CLS). He was born in 1968 in Vienna, Austria, and holds a doctorate in law from the University of Vienna (2000).

His research focuses on Public Law, Rural Law, and Agricultural Law, with particular attention to legal issues in rural areas and the intersection of law with environmental management, digitalization (e.g., Smart Farming), and administrative frameworks.
