Roger Clarke

Roger Clarke is a Visiting Professor in Computer Science at the Australian National University (ANU) and Visiting Professor in Law at the University of New South Wales (UNSW). He has held visiting roles at the University of Hong Kong (2002-2007), University of Bern, and University of Linz. His expertise spans strategic and policy implications of information technologies, with a focus on privacy, eBusiness, and dataveillance. Clarke holds Honours and Masters degrees in Commerce (IS) from UNSW and a PhD from ANU. He is a Fellow of the Australian Computer Society (since 1986) and the Association for Information Systems (since 2012), and received the Australian Privacy Medal in 2009.

His research interests include the economic, legal, and social impacts of IT, regulatory frameworks for AI, and ethical data practices. He has authored over 133 publications since 1982, with recent work addressing regtech, AI governance, and responsible data analytics. Clarke has contributed to organizations such as the Australian Privacy Foundation (APF), Privacy International, Electronic Frontiers Australia, and the Internet Society of Australia, holding roles including Chair of APF (2006–2014) and Secretary of ISOC-AU (2012–2015).

His publications emphasize interdisciplinary approaches to technology policy, blending legal, technical, and socio-economic perspectives. Recent articles highlight challenges in establishing research techniques, regulatory alternatives for AI, and guidelines for ethical data use. Clarke’s work underscores the need for balanced policy frameworks to address technological advancements.
