About
Roberto Cisotta serves as Associate Professor of European Union Law at Sapienza University of Rome's Department of Legal and Economic Studies within the Faculty of Law since 2021. Concurrently, he acts as EU Law Expert at the Italian Constitutional Court's Research Service since 2015. His academic journey includes prior appointments as Research Fellow at Macerata University (2020-2021), Contract Professor at LUISS and LUMSA, and diplomatic service at Italy's Ministry of Foreign Affairs (2016-2020).
His educational foundation comprises a Law Degree (2005) and PhD in EU Law (2009) from Sapienza University of Rome, with doctoral research conducted in consortium with Tor Vergata University. His thesis examined EU external economic and monetary relations under Professor Luigi Daniele's supervision.
Cisotta's research centers on EU constitutional dynamics, particularly tensions between national constitutional courts and EU institutions, competence allocation within the EU, and crisis-driven legal evolution. His scholarship critically analyzes the interplay between economic governance frameworks like the Stability and Growth Pact and fundamental rights protections, while increasingly addressing digital market regulation and energy poverty within EU law.
His 15 most recent publications reveal a pronounced focus on post-pandemic and post-crisis EU legal adaptations, with significant attention to Next Generation EU implementation, Stability and Growth Pact reforms, and digital market regulation. The works consistently examine constitutional dimensions of EU economic governance, highlighting recurring themes of institutional flexibility, judicial dialogue, and social justice imperatives within the EU legal order.
Scientific recognition includes:
- Premio Riccardo Monaco (2010) for outstanding doctoral research on EU integration
- Premio Pietro Costa (2010) for innovative analysis of judicial independence in multi-level systems
He actively contributes to major research initiatives including Sapienza-funded projects on Ukrainian arms transfers legality (2024-2026), EU competence horizontal revolution (2023-2025), and digital market socialization (2022-2024), alongside national PRIN projects like REACT on post-COVID EU integration. His editorial roles encompass the Revue de l'euro Editorial Committee and former membership on European Papers' Scientific Board (2016-2020), reflecting his influence in EU legal scholarship.
International engagement features visiting professorships at Paris Panthéon-Assas University (2023) and University of Havana (2015), complemented by formative experiences at the European Court of Justice and European Central Bank during his early career.
