Robert Williams serves as the National Geospatial-Intelligence Agency (NGA) Senior Agency Representative to the National Defense University (NDU) and holds the dual role of NGA Chair and Assistant Professor at NDU's Dwight D. Eisenhower School for National Security & Resource Strategy in Washington, D.C. His career spans analytic and managerial roles across NGA, including Joint Duty Assignments certified by the Department of Defense and Office of the Director of National Intelligence (ODNI). He previously led NGA's JCIDS interactions with Pentagon directorates and served as a senior Indo-Pacific intelligence officer for US Seventh Fleet in Japan (2014–2017).
Williams earned a B.S. in Science, Technology, and International Affairs from Georgetown University’s Edmund A. Walsh School of Foreign Service and an M.A. in Security Studies from Georgetown’s School of Foreign Service. He is pursuing a doctorate there while researching nuclear weapons' evolving role in strategic competition, U.S. nuclear readiness, and aligning strategic deployments with 21st-century threats. As an Ann Caracristi Institute fellow (2021–2022), he authored a monograph on these topics and contributed to U.S. Strategic Command/TRADOC publications.
His awards include the John Carroll Fellowship. Current work focuses on bridging intelligence, policy, and military strategy to address contemporary security challenges.
