Dr. Robert M Soofer is an Adjunct Professor at Georgetown University’s Center for Security Studies (CSS) and a non-resident Senior Associate at the Center for Strategic and International Studies (CSIS). He teaches courses in nuclear strategy, missile defense, and arms control. Previously, he served as Deputy Assistant Secretary of Defense for Nuclear and Missile Defense Policy (2017–2021), co-directing the Nuclear Posture Review and Missile Defense Review. He has held roles in the Senate Armed Services Committee, the National War College (as a Professor of National Security Policy), and the Missile Defense Agency. He holds a Doctorate in International Relations from the University of Southern California and is a National War College graduate.
His research focuses on nuclear deterrence, missile defense policy, and strategic alliances. He has authored influential works including Missile Defenses and Western European Security (1988). Dr. Soofer has been awarded the Department of Defense Exceptional Civilian Service Medal and Distinguished Public Service Medal for his contributions to national security.
His career includes active duty in the U.S. Naval Reserve (2003), policy advising for Senator Jon Kyl, and leadership in intergovernmental nuclear policy negotiations, including U.S.-Russia arms control talks and NATO nuclear planning initiatives.
