Renato Monteiro is a Visiting Policy Fellow at the Oxford Internet Institute, University of Oxford starting October 2024. He previously served as X's Global Data Protection Officer and Global Head of Privacy, overseeing privacy programs and AI governance. He holds a Ph.D. in "Right to Explanation on Automated Decision Making" from the University of São Paulo, an LL.M in Technology Law from NYU and NUS, and a Master's in Constitutional Law from Universidade Federal do Ceará.
His research examines privacy, data protection, AI transparency, explainability, and governance frameworks. Renato actively contributes to global AI regulation, including testimonies to Brazil's Federal Senate and drafting Brazil's General Data Protection Law (LGPD). He co-founded Data Privacy Brasil and collaborates with governments across the EU, Asia, and Latin America.
