Dr. Rebecca Barber is an Honorary Senior Research Fellow at the TC Beirne School of Law, University of Queensland, and Senior Legal Officer at the Office of International Law, Australian Attorney-General’s Department. She specializes in UN Charter law, humanitarian law, and atrocity prevention, with extensive fieldwork in Africa, Asia-Pacific, and conflict zones.
Her research focuses on international peace/security law, humanitarian assistance frameworks, and Responsibility to Protect doctrine. Recent publications analyze UN General Assembly powers, humanitarian access in Syria, and ASEAN responses to the Rohingya crisis.
She received the Early Career Publication Prize (ICLQ, 2021; ANZSIL, 2023) and Australian Legal Research Award (2022), and serves on the editorial board of the Journal of International Peacekeeping.
Holding a PhD from the University of Queensland and a master’s in public international law from the University of Melbourne, she previously led humanitarian advocacy programs across three continents.
