Ravi Roy is a Professor of Public Administration and W. Edwards Deming Fellow in Public Affairs at Southern Utah University (SUU). He holds a Ph.D. in Political Science and Public Policy from Claremont Graduate University, with prior studies at RMIT University (Australia) and the University of California, Santa Barbara. His research focuses on neoliberalism, public policy, governance, and systems thinking, particularly through the lens of Deming’s Systems of Profound Knowledge. Roy teaches in SUU’s Master of Public Administration Program, emphasizing online education and project-based learning.
He has held leadership roles including Director of the Post-Graduate Program in International Development at RMIT and Director of the MPA Program at California State University. His work integrates global perspectives, addressing challenges in development, corruption, and institutional reform. Notably, he co-founded the Deming Incubator for Public Affairs at SUU, fostering practical application of Deming’s principles through student internships and collaborative projects.
Roy’s scholarly contributions span neoliberal policy analysis, governance structures, and shared mental models in policy formation. He has been recognized with a certificate from Indonesia’s President for his contributions to national development discussions. Beyond academia, he enjoys travel, political humor, and mentoring future leaders.
