Rak Kim

Rakhyun E. Kim is Associate Professor of Earth System Governance at Utrecht University's Copernicus Institute. He directs an ERC-funded project on problem shifting between environmental treaties and developed the IndustryPLAN model for EU decarbonization scenarios.

Research examines institutional architectures of global environmental governance, with recent focus on ocean governance implications of the BBNJ Agreement. He co-chairs the Earth System Law task force and has contributed to UN Global Environment Outlook assessments.

Recipient of the Oran R. Young Prize, he teaches sustainability governance courses and supervises PhD candidates analyzing legal frameworks for planetary boundaries.
