Rachel Sweet is Assistant Professor of Global Affairs in the Department of Political Science at the University of Notre Dame. Her research examines governance and state capacity in fragile environments, armed conflict dynamics, and methodological challenges in studying civil wars. Current projects investigate bureaucratic resilience in conflict zones, conflict market economies, and public health interventions during violent crises.
Her empirical work focuses primarily on the Democratic Republic of Congo, analyzing how institutions function during protracted conflicts and how local populations navigate governance systems amid violence.
