Philip Michael Napoli is the James R. Shepley Distinguished Professor of Public Policy at the Sanford School of Public Policy, Duke University. He serves as Director of the DeWitt Wallace Center for Media and Democracy and Senior Associate Dean for Faculty and Research. Additionally, he is a Docent at the University of Helsinki and an Associate of the Duke Initiative for Science & Society.

His research focuses on media institutions, regulation, and policy, with emphasis on social media governance, disinformation, and local journalism health. He has advised government bodies like the U.S. Senate and FCC, authored four books (including Foundations of Communications Policy and Social Media and the Public Interest), and secured grants from the Democracy Fund and Ford Foundation. His 2021 News Measures Research Project aims to assess local journalism ecosystems.
Napoli's accolades include the Robert Picard Award and Carnegie Fellowship. He has collaborated with organizations such as Free Press, the National Cable & Telecommunications Association, and Internews, and has been cited in major media outlets like The New York Times and National Public Radio.
