Professor Paul Cheung is a Professor (Practice) at the Lee Kuan Yew School of Public Policy and serves as Interim Director of the Asia Competitiveness Institute (ACI) at the National University of Singapore (NUS). Previously, he was Director of the United Nations Statistics Division (2004-2012), where he spearheaded global statistical system development and initiated the UN-GGIM platform. He also served as Singapore’s Chief Statistician (1991-2004), leading national statistical reforms. His expertise spans demography, geospatial information, and policy analysis.
He holds a PhD from the University of Michigan (1983) and an Honorary Doctorate from Mongolia’s National University (2008). Notable awards include Singapore’s Public Administration Medal (Gold), Cambodia’s Royal Order of Sahametrei, and the Von Neumann-Spallart Medal.
Research focuses on official statistics, data policy, and aging populations. Courses taught include 'Big Data and Official Statistics in Public Policy.' He advises governments worldwide on statistical systems, including Oman’s Vision 2040 and China’s National Bureau of Statistics. His work bridges statistical innovation with global governance through initiatives like UN-GGIM.
