Noora Alasuutari

Noora Alasuutari is a Doctoral Researcher at the University of Helsinki’s Institute of Criminology and Legal Policy, affiliated with the Doctoral Programme in Political, Societal and Regional Change. Her research focuses on legislative processes, regulatory governance, and stakeholder engagement in policymaking.

• Education: M.A. in Political Science (2018), B.A. in Political Science (2015), both from the University of Helsinki

Her work explores the intersection of evidence-based policymaking and regulatory impact assessment, particularly in Nordic and neo-corporatist contexts. Recent publications examine stakeholder consultation mechanisms, access to justice, and qualitative-to-quantitative transitions in legislative analysis.

Alasuutari actively participates in international academic events, including the Biennial Conference of the Standing Group on Regulatory Governance (2025) and the EUI, Firenze visiting researcher program (2024). She collaborates with scholars like K. Rantala and K. Kuorikoski on regulatory transparency and policymaking frameworks.
