Neal Hutchens is Professor of Educational Policy Studies and Evaluation at the University of Kentucky, specializing in higher education law and policy intersections. His scholarship analyzes academic freedom controversies, campus speech issues, and legislative impacts on university teaching, particularly regarding critical race theory (CRT) debates.
Honors include the 2015 Kaplin Award for national leadership in higher education law scholarship and a 2022-23 fellowship at UC's National Center for Free Speech.
