Dr. Monica García Brooks is Dean of University Libraries and Professor at Marshall University, where she oversees a $4.8M budget and directs library operations across three campuses. With 35+ years in academic librarianship, she leads statewide initiatives like the West Virginia Electronic Resources Consortium and open educational resources (OER) adoption. Her research bridges digital literacy, copyright policy, and Mexican-American cultural history.
