Monica Allen, Ph.D., is an Adjunct Professor at the University of North Carolina at Chapel Hill's School of Government and serves as Assistant City Manager for the City of Charlotte, North Carolina. In her academic role, she teaches Public Financial Management since 2004, while leading strategic development, performance, and evaluation initiatives for city departments.
