Michael O. Moore is a Professor of Economics and International Affairs at the Elliott School of International Affairs, George Washington University. He is a Full-time Faculty member and has been affiliated with the Elliott School since 1988. His expertise spans international trade theory and policy, antidumping, and WTO-related issues. He has held leadership roles, including Director of the Institute for International Economic Policy, Director of the MA International Economic Policy program, and Associate Dean.
Moore holds a B.A. in Liberal Arts from the University of Texas at Austin and both an M.S. and Ph.D. in Economics from the University of Wisconsin-Madison. He has taught extensively at the Elliott School, covering courses in international trade, macroeconomics, and policy, and has also instructed diplomats at the Foreign Service Institute and students at Sciences-Po Paris.
His research focuses on trade policy dynamics, WTO dispute resolution, climate-policy-trade interactions, and strategic use of trade remedies. He has published widely in journals like Journal of International Economics, World Trade Review, and European Journal of Political Economy, with recent work analyzing the Indian Solar Panel Dispute and carbon safeguard mechanisms. He has also contributed to policy-oriented projects, including a stint as Senior Economist for International Trade at the White House Council of Economic Advisors (2002–2003).
Moore’s service includes directing major initiatives such as the International Trade and Investment Policy Program. His work bridges academic rigor and policy relevance, with a focus on how trade rules interact with global economic challenges like climate change and geopolitical shifts.
