Michael Harker

Professor Michael Harker is Head of the Department of Law at Queen Mary University of London. Previously at UEA Law School, he co-founded the Centre for Competition Policy and served as Director of Research (2015-2022).

Research focuses on regulation frameworks in competition, media, and energy sectors. Current projects examine digital political campaigning, broadcast impartiality, and energy policy transitions toward net zero. Funded work includes UKERC studies on energy regulation.

Publications analyze statutory duties in economic regulation, political advertising ethics, and universal service obligations. Recent articles appear in the Journal of Law and Society and Legal Studies.

Accepts PhD supervision in competition law, media regulation, and energy governance.
