Merl Hackbart

Merl Hackbart is Provost's Distinguished Service Professor Emeritus at the University of Kentucky's Martin School of Public Policy and Administration. His research focuses on public financial management including debt policy, pension systems, and budgetary structures.

With extensive policy experience including serving as Kentucky's Budget Director and Senior Policy Advisor to the Governor, he brings practical insights to fiscal policy analysis. His work examines state government structural budget issues and financial reporting standards.
