Matthew Happold served as Professor of Public International Law at the University of Luxembourg prior to his appointment as a puisne judge of the Supreme Court of Gibraltar. His expertise spans international dispute resolution, having represented clients before the Court of Justice of the European Union, European Court of Human Rights, Caribbean Court of Justice, and in ICISD arbitration proceedings. His scholarly work focuses on economic sanctions, human rights frameworks, and EU external action in international economic law.
Professor Happold has published extensively including co-edited volumes EU External Action in International Economic Law (Springer, 2020) and Economic Sanctions and International Law (Hart, 2016), with articles appearing in ICSID Review, International and Comparative Law Quarterly, and Journal of World Investment and Trade. He is currently authoring a monograph on economic sanctions in response to Russia's aggression against Ukraine. His professional service includes membership in Luxembourg's Commission consultative des Droits de l’Homme (2014-2022) and judicial experience as a Recorder on the North Eastern Circuit.
