Matthew Ciscel

Matthew Ciscel serves as Professor and Department Chair of English at Central Connecticut State University, where he has been academically active since 2002. His office is located in Willard-DiLoreto Hall W401-08, and he can be reached at ciscelm@ccsu.edu or (860) 832-2749.

Dr. Ciscel holds a PhD in Linguistics from the University of South Carolina (2002), an MA in German from the University of Iowa (1996), and a BA in German from the University of Tennessee, Knoxville (1991). He also has substantial experience teaching English abroad.

His research expertise spans sociolinguistics, language policy and planning, second language acquisition, and historical linguistics, with a particular focus on Moldovan language politics and multilingualism. Ciscel's scholarly work reveals consistent engagement with questions of language identity, standardization processes, and border linguistics, particularly examining the complex relationship between Moldovan, Romanian, and Russian language varieties.

His publications demonstrate a progressive scholarly trajectory examining language policy reforms, multilingual practices, and disputed standardizations across Eastern Europe, with a forthcoming 2025 entry on World Englishes in Moldova indicating ongoing research activity.

Ciscel teaches graduate courses in Applied Linguistics and TESOL, undergraduate linguistics surveys including the history of English, and courses in International Studies and introductory German.
