Mathieu Paapst

Dr. Mathieu Paapst is a part-time Assistant Professor of IT Law at the Faculty of Law, University of Groningen. He specializes in legal, ethical, and sociological aspects of the information society. His research focuses on open source policy, data privacy, and digital governance. He holds roles in organizations like the Pleio open source foundation and the Ethical Commission of Groningen municipality. Paapst has extensive industry experience, co-founding successful open-source projects and consultancy firms.

Education: PhD in Law, Public Administration, and Innovation (multi-disciplinary); Master’s in Law and IT. Key projects include studies on open source policy resistance, semantic interoperability standards, and e-Casemanagement for judicial systems.

Research interests span digital privacy laws, open data policies, and the interplay between technology and legal frameworks. His recent work addresses challenges in data sharing for online gaming research and GDPR compliance in social media contexts.

Advising and grants include contributions to Dutch ministries and international judicial organizations. He leads the Legal Tech and Design Lab, focusing on innovative legal solutions. His ancillary activities include membership in the WODC research supervisory committee and roles in tech ethics bodies.
