Professor Mary Rogan is a leading scholar in law and human rights at Trinity College Dublin, where she holds the position of Professor in the School of Law. Her research focuses on human rights in detention, prison oversight, and penal policy. She has been elected a Fellow of Trinity College Dublin and serves as Secretary-General of the International Penal and Penitentiary Foundation, a role she assumed in 2023 after serving as its President from 2021.
Her educational background includes a first-class honors LL.B. from Trinity College Dublin, a BCL from the University of Oxford, and a PhD from Trinity. She is also a barrister, having trained at King’s Inns with distinction, and is a member of Lincoln’s Inn and the Bar of England and Wales. She holds an MA in Higher Education and a Postgraduate Diploma in Statistics.
Her research interests lie at the intersection of law, criminology, and human rights, particularly in prison systems, accountability, and pre-trial detention. She has led major funded projects, including an ERC Starting Grant on prison accountability and an ERC Proof of Concept project (POIRE) on improving human rights compliance in European prisons. Her work emphasizes interdisciplinary approaches, combining public law with the sociology of punishment.
Her recent publications reveal a consistent focus on prison oversight, complaints mechanisms, human rights monitoring, and comparative penal policy across Europe. Themes include the experiences of incarcerated individuals, the role of inspection bodies, and the impact of legal culture on detention practices. Her research spans Ireland, Germany, Spain, and multiple EU jurisdictions.

She teaches Human Rights and the Deprivation of Liberty and Penology at Trinity and has pioneered community-based learning in legal education.
She is a member of the Editorial Board of the Howard Journal of Crime and Justice, the Research Advisory Group to the Howard League for Penal Reform, and has served on expert groups for the Central Statistics Office and the Office of the Inspector of Prisons. She previously chaired the Implementation and Oversight Group on penal policy reforms and was a member of the Irish Penal Reform Trust.
