Mark S. Davis

Mark S. Davis serves as Senior Research Fellow and Director of the Tulane Institute on Water Resources Law and Policy and the ByWater Institute at Tulane University School of Law. He holds a Master of Legal Theory from Georgetown University and a JD from Indiana University. His professional background includes serving as Executive Director of the Coalition to Restore Coastal Louisiana and General Counsel for the Lake Pontchartrain Basin Foundation.

His research focuses on water resources law, coastal restoration, and climate change adaptation. Key publications address wetland conservation, disaster resilience, and environmental policy reform following major events like Hurricane Katrina and the Deepwater Horizon oil spill.
