Mark S. Davis serves as Senior Research Fellow and Director of the Tulane Institute on Water Resources Law and Policy and the ByWater Institute at Tulane University School of Law. He holds a Master of Legal Theory from Georgetown University and a JD from Indiana University. His professional background includes serving as Executive Director of the Coalition to Restore Coastal Louisiana and General Counsel for the Lake Pontchartrain Basin Foundation.
