Mark Raymond is the Wick Cary Associate Professor of International Relations and Director of the Cyber Governance and Policy Center at the University of Oklahoma's David L. Boren College of International Studies. He holds affiliate roles at Indiana University's Ostrom Workshop and has served as a Carnegie Fellow at Columbia University's School of International and Public Affairs. His research focuses on cyber governance, international security practices, and rule-making in global systems.
Raymond's work bridges academic and policy realms, with contributions to International Theory, Journal of Global Security Studies, and Strategic Studies Quarterly.
