Luís Heleno Terrinha

Luís Heleno Terrinha is an Assistant Professor at the Public Law Group of the NOVA School of Law, affiliated with NOVA University Lisbon. His academic career includes teaching positions at the Porto School of Law (2015–2018) and Católica Global School of Law (2020). He holds a PhD in Legal and Political Sciences from the University of Lisbon (2016) and an LL.M. from Yale Law School (2019).

Research Focus: His work centers on the societal dimensions of administrative and constitutional law, applying social systems theory to analyze legal dynamics. Key themes include transnational legal challenges, European Union law compliance, public law arbitration, and the interplay between legal systems and societal structures.

Professional Activities: A practicing lawyer since 2018, he has advised the European Parliament on parliamentary roles in EU lawmaking and contributed to municipal regulatory frameworks in Portugal. His consultancy work spans legal opinions on public law conflicts and transnational arbitration.
