Lucy Hodder is the Director of Health and Life Sciences Law and a Visiting Professor of Law at the University of New Hampshire’s Franklin Pierce School of Law. With over 30 years of experience as a healthcare attorney, she founded the Health Law and Policy programs at UNH’s Institute for Health Policy and Practice (IHPP) and the law school. Her research focuses on healthcare systems reform, Medicaid policy, health data privacy, and payment strategies in healthcare and life sciences.

Her professional roles include serving as Legal Counsel and Senior Health Policy Advisor to Governor Maggie Hassan, Chair of Rath, Young and Pignatelli’s Health Law Group, and Assistant Attorney General in New Hampshire (1993–1998). She began her career at Brobeck, Phleger and Harrison, LLP in San Francisco after clerking for U.S. District Court Judge Martin L.C. Feldman.

Her current work includes teaching courses like ‘Current Issues in Health Law and Policy’ and advising on health industry regulation. She collaborates with the UNH Institute for Health Policy and Practice to advance interdisciplinary research and policy initiatives.
