Lisa Halpern

Lisa Halpern is affiliated with Carleton University's School of Public Policy and Administration and Arthur Kroeger College. Her research focuses on infection prevention policies in long-term care homes post-pandemic, analyzed through an organizational change lens. She has taught courses on Canadian healthcare systems and population health.

Education: PhD in Public Policy (with collaborative guidance from health economics and Philanthropy/Nonprofit Leadership programs), MPP from Harvard University (fully funded by fellowships), and a BA summa cum laude in Economics and Public Policy from Duke University.

Research interests include healthcare policy implementation, nonprofit leadership in health sectors, and the intersection of health economics with organizational adaptation. Her work bridges academic research with practical applications in policy design and implementation.

Prior to academia, Lisa worked in media, government, and nonprofit health sectors. She has received notable fellowships for her graduate studies, including the Paul & Daisy Soros Fellowship and Harvard Kennedy Fellowship.
