Cheng-Yi Lin is a Research Fellow at the Institute of European and American Studies, Academia Sinica (1994–present), where he previously served as Director (1998–2003) and Deputy Director (1995–1998). He also held leadership roles including Director of the Institute of International Relations at National Chengchi University (2004–2005), Senior Advisor to the ROC National Security Council (2003–2004), Vice Minister of the ROC Mainland Affairs Council (2016–2018), and CEO of the Institute for National Defense and Security Research (2018–2020).

His research focuses on International Relations, Sino-American Relations, and National Security Policy, with a particular emphasis on Taiwan’s strategic positioning. - 1982: Excellent Master's Thesis Award, Chinese Association of Political Science (Taipei) for The U.S. Policy Towards China During the 1958 Taiwan Strait Crisis.

He has served on editorial boards of journals including Issues & Studies, Prospect Quarterly, and Journal of Strategic and Security Analyses, and as Convener of the Political Science Program at the National Science Council. His recent works analyze Trump/Biden administrations' policies, cybersecurity, and diplomatic tensions in the Indo-Pacific.
