Lin Chengyi

Cheng-Yi Lin is a Research Fellow at the Institute of European and American Studies, Academia Sinica (1994–present), where he previously served as Director (1998–2003) and Deputy Director (1995–1998). He also held leadership roles including Director of the Institute of International Relations at National Chengchi University (2004–2005), Senior Advisor to the ROC National Security Council (2003–2004), Vice Minister of the ROC Mainland Affairs Council (2016–2018), and CEO of the Institute for National Defense and Security Research (2018–2020).

• Education: B.A. (1978), M.A. (1982) from National Chengchi University; M.A. (1984), Ph.D. (1987) in Foreign Affairs from the University of Virginia.

His research focuses on International Relations, Sino-American Relations, and National Security Policy, with a particular emphasis on Taiwan’s strategic positioning. His publications span 1992–2025, covering topics like Taiwan Strait crises, South China Sea disputes, cybersecurity, sharp power, and US-Taiwan-China dynamics, reflecting his expertise in regional security, deterrence, and diplomatic history.

Scientific Awards:

• 1982: Excellent Master's Thesis Award, Chinese Association of Political Science (Taipei) for The U.S. Policy Towards China During the 1958 Taiwan Strait Crisis.
• 1994: Award for Excellence in Academic, National Science Council.

He has served on editorial boards of journals including Issues & Studies, Prospect Quarterly, and Journal of Strategic and Security Analyses, and as Convener of the Political Science Program at the National Science Council. His recent works analyze Trump/Biden administrations' policies, cybersecurity, and diplomatic tensions in the Indo-Pacific.
