Dr. Leila Neimane is a Postdoctoral Researcher at the Faculty of Law, University of Bergen, specializing in cross-border maritime spatial planning and offshore wind energy partnerships in the Baltic Sea and North Sea. She is affiliated with the SEAS (Sustainable Energy and Environment) programme funded by the European Union’s Horizon 2020 through the Marie Skłodowska-Curie grant. Her work focuses on legal frameworks for sustainable marine development and environmental governance.
