Leigh Sarty is an Adjunct Professor at Carleton University's Faculty of Public and Global Affairs. He earned a Ph.D. in Political Science from Columbia University (1991) and previously completed an M.A. at Carleton's Institute of Soviet and East European Studies (now EURUS) in 1985.

His research focuses on Russia, China, and the evolution of the rules-based international order. He has contributed to policy work and academic discourse on East-West relations and authoritarian regimes.
He has published works such as The Fragile Authoritarians: China, Russia and Canadian Foreign Policy (2020) and has a forthcoming article on East-West relations. His analysis bridges diplomatic practice with theoretical frameworks in international politics.

He teaches a seminar on "China and Russia in Contemporary World Politics" at NPSIA and contributes to policy dialogues as Global Affairs Canada Scholar in Residence.
