Lech Garlicki, born in 1946 in Warsaw, is a Polish jurist and constitutional law specialist. He has been affiliated with the University of Warsaw since 1968, achieving full professorship in 1987. His distinguished career includes service as a judge of the Constitutional Court of Poland (1993-2001) and the European Court of Human Rights (2002-2012), where he served as president of the 4th Section during 2011-2012. Currently, he holds visiting professorships at Tel Aviv University, Hong Kong University, New York University, and Yale University. He also serves as vice-president of the International Association of Constitutional Law and is a Founding Member of the European Law Institute.
Professor Garlicki's research focuses on constitutional frameworks, human rights jurisprudence, and European legal systems. He has authored or edited over 300 publications across multiple languages, including a five-volume Commentary to the 1997 Constitution of Poland and a two-volume Commentary to the European Convention on Human Rights. His scholarly work bridges theoretical analysis with practical constitutional adjudication, emphasizing the interpretation of foundational legal texts and international human rights mechanisms.
He has delivered lectures at institutions across Europe, the United States, Israel, Japan, China, and Hong Kong, establishing himself as a globally recognized authority in constitutional design and human rights enforcement through consistent academic engagement and judicial experience.
