Larry Garber is a Professorial Lecturer and part-time faculty member at the Elliott School of International Affairs, George Washington University. He teaches courses in International Development Studies, including IAFF 6121 (International Development Studies Cornerstone) and IAFF 6138 (Civil Society and International Development). With over 40 years of professional experience, his expertise spans international development, democratic elections, and human rights advocacy.
Education: B.A. in Political Science from Queens College (1976), followed by a joint Master's and J.D. from Columbia University (1980). Professional roles include Mission Director at USAID/West Bank-Gaza (1999-2004), CEO of the New Israel Fund (2004-2009), and advisory roles with The Carter Center and NGOs. He has observed elections in over 30 countries.
Research focuses on Gaza's post-conflict development, USAID organizational reforms, and election integrity. He serves on boards of Friends of Givat Haviva and Election Reformers Network, and is a member of the Council on Foreign Relations and National Task Force on Election Crises.
