Kelly C. Seals

Kelly C. Seals serves as an Associate Professor of Electrical Engineering and Cyber Systems at the United States Coast Guard Academy, where he is affiliated with the Department of Electrical Engineering and Computing within the School of Engineering and Cyber Systems. Prior to his current position, he was an instructional professor at Dartmouth College and completed a distinguished 25+ year career in the U.S. Coast Guard, retiring as a Captain with extensive maritime operational experience including Antarctic and Arctic deployments.

His academic credentials include:

• Ph.D. in Electrical and Computer Engineering from Worcester Polytechnic Institute
• M.S. in Electrical Engineering from Northeastern University
• B.S. in Electrical Engineering from the U.S. Coast Guard Academy

Dr. Seals' research specializes in satellite navigation systems operating within challenging or deceptive radio frequency environments, with significant contributions to signal processing and communication systems. His teaching portfolio encompasses core electrical engineering subjects including circuit theory, advanced signal processing, and communication systems, where he integrates practical maritime navigation challenges into academic instruction. His work bridges theoretical electrical engineering principles with real-world applications in secure navigation technologies.

During his tenure at the Coast Guard Academy, he held leadership roles including Associate Dean of the School of Engineering and Cyber Systems and Program Chair for Electrical Engineering and Cyber Systems, while maintaining active involvement in maritime training programs as a Deck Watch Officer aboard the USCGC Eagle and safety officer for multiple sailing initiatives.
