Katie M Keith

Katie M Keith is a Senior Director of Initiative at the O’Neill Institute for National and Global Health Law and an associate research professor at the Center on Health Insurance Reforms, both at the Georgetown University Law Center. She is also an adjunct professor at the Law Center, where she teaches a course on the Affordable Care Act.

Her research focuses on health policy legal issues, particularly access to coverage, affordability, transparency, and equity. As a co-founder of Out2Enroll, she has advanced LGBTQ+ inclusion in health coverage. She serves as a consumer representative to the National Association of Insurance Commissioners and provides rapid-response analysis on ACA developments for Health Affairs, where she is a contributing editor.

Her recent publications explore the impact of litigation on health policy, including challenges to the ACA, surprise billing during the pandemic, and political use of courts to reshape health care. These works emphasize judicial influence, regulatory stability, and equity in health access.
