Judy Tupper is a Research Professor in the Public Health Program and Director of the Population Health Program at the Catherine Cutler Institute, Muskie School of Public Service, University of Southern Maine. She leads applied research and manages the Integrated Management Team of the Cutler Institute, coordinating the Certificate of Graduate Study in Healthcare Quality and Patient Safety. Her expertise spans healthcare quality, patient safety, health literacy, workforce training, and online education.

Dr. Tupper’s research focuses on patient education, infection prevention, chronic illness management, and adult learning methodologies. She currently teaches quality improvement, health communication, and healthcare workforce education courses across undergraduate and graduate programs.
