José Luis Barreiro Rivas

José Luis Barreiro Rivas is a Spanish political scientist and professor at the University of Santiago de Compostela, holding positions in its Department of Political Science and Sociology. He previously served as Vice President of the Galician Regional Government (1983–1986) and advisor to multiple political entities. Educated at the Complutense University of Madrid (PhD in Political Science, 1994), his academic career includes leadership roles in research institutions like the Revista de Investigaciones Políticas y Sociológicas. His work focuses on medieval political structures, regional autonomy, and contemporary governance.

Barreiro Rivas has directed the Santiago de Compostela branch of the Menéndez Pelayo International University (2006–2013) and contributed to Galicia’s administrative reforms, including the design of the San Caetano Administrative Complex. His awards include the 2003 Ramón Piñeiro Essay Award and 2014 Jovellanos Prize for 'La España evidente.'

Academically, he leads the Master’s program in Political Marketing and Communication at USC. His publications span medieval pilgrimage politics, modern governance critiques, and philosophical translations of classical texts like John Stuart Mill’s 'On Liberty.'
