Joshua R. Coene is an Undergraduate Lecturer in Law at the University at Buffalo. His research focuses on criminal law, immigration and refugee law, disaster management, political economy, and the sociology of punishment, with a transnational emphasis on penal policies and their impacts on vulnerable populations.

Research Interests: Coene examines penal policy evolution, prisoners’ rights movements, prison management, and how disaster management policies intersect with climate change litigation affecting confined populations. His work bridges legal, anthropological, and historical frameworks.
Grants: Supported by the Australian-American Fulbright Commission, National Science Foundation, and Lois Roth Foundation. Previously served as Managing Editor of Buddhism, Law & Society and contributed to equity initiatives at UB as part of the Vice Provost’s office.
