Joseph Stout is Deputy Commissioner of Westchester County's Department of Parks, Recreation and Conservation, overseeing operations serving 300,000+ people annually. Since 1994, he has concurrently served as Adjunct Professor of Recreation Administration and Programming at Mercy University, where he helped transition the Therapeutic Recreation program to a major.
