Jose Pagan

Dr. Jose Pagan serves as Professor and Chair of Public Health Policy and Management at NYU's School of Global Public Health, with joint leadership as Chair of NYC Health + Hospitals Board. His health economics research examines payment reform, delivery system innovation, and social determinant integration in healthcare.

Research Focus: Designs and evaluates population health management strategies that bridge medical care with social services. Current projects analyze accountable care organizations, telehealth equity, and Medicare Advantage benefit structures.

Extensive publication record demonstrates methodological innovation in analyzing health system transformations, particularly regarding value-based payment models and health equity metrics.

Funded by NIH, CMS, RWJF and others to study healthcare redesign impacts on vulnerable populations, including recent work on substance use disorder care transitions.
